An investigation into the Seed Multiplication Programme (SMP) under the Ministry of Agriculture and Food Security reveals that Mr. Edward Smart Gbappi, Coordinator of the project, is refusing to leave office despite a retirement notice from the Human Resources Management Office (HRMO) dated October 6, 2024. Sources allege that Gbappi, accused of misappropriating billions of Leones, has declared he remains “unmovable” due to widespread corruption within the ministry.
Reports indicate that Gbappi has recently sought rice seeds from Rokupr for distribution to Master Farmers, yet the same farmers have allegedly not received payment for services dating back to 2014. It is further alleged that vehicles donated to the SMP by international organizations have been repurposed for personal use. Major sponsors, including the Food and Agricultural Organization (FAO) and the African Development Bank (ADB), have since withdrawn funding due to these alleged irregularities.
The Anti-Corruption Commission (ACC) previously recommended an investigation into Gbappi’s conduct, though these recommendations have reportedly not been implemented. Compounding issues, the Ministry of Works and Infrastructure has instructed the SMP to vacate its temporary offices in New England Ville. The program’s staff are reportedly facing disorganization and challenges, with three employees assigned to remote provincial locations without HRMO’s knowledge.
Despite an official file on the matter in the office of Chief Minister Dr. David Moininah Sengeh detailing these allegations, Gbappi remains confident that his position is secure and that no disciplinary action will be taken.
