Judiciary of Sierra Leone Communications, Pademba Road Magistrate Court No.1, Freetown, 24th August 2021: The Principal Magistrate, His Worship Magistrate Sahr Kekura has today imprisoned Li Shichao, the Manager at National Workshop in Cline Town, east end of Freetown to Four (4) years imprisonment for electricity theft.
The accused Li Shichao was brought before the Court for an illegal sales of electricity supply contrary to section 63 of the National electricity Act No. 16 of 2011.
The particulars of offence state that the accused person on Thursday 12th August 2021 at the National Workshop in Cline Town in the Freetown Judicial District illegally engaged in the sales of electricity supply from the Electricity Distribution and Supply Authority (EDSA) to various houses at Cline Town Freetown.
The charge was read and explained to the accused in the language he understood and he pleaded guilty.
In his mitigation plea, defence counsel, A. Mansaray, told the Court that the convict didn’t waste the time of the court. He said because he is a first time offender, the Magistrate should temper justice with mercy.
Magistrate Kekura said in as much as the accused (Li Shichao) had pleaded guilty and with special consideration to the Counsel’s plea in mitigation, he will only sentence him to Four years imprisonment.
Alternatively, Magistrate Kekura also stated that either the convict run the four years at the Male Correctional Centre or pay a fine of Fifteen Million Leones.
Assistant Superintendent of Police, Aminatu Daboh prosecuted the matter.
