NaCSA Trains Community Development Specialists and Support Staff on GRM Data Collection.

The National Commission for Social Action (NaCSA) has commenced the training of Community Development Specialists (CDS) and support staff on Grievance Redress Mechanism (GRM). The essence of the training is to resolve all data related issues that occurred during the first tranche payment of the first cohort beneficiaries of the Covid-19 Ep Fet Po/SSN.

In her welcome address, Dr. Susan Robert, the Senior Director of Programme Development and Quality Assurance (SD-PDQA) admonished participants to be meticulous and very attentive during the training.‘’…we are very concerned about data quality and the people we serve are paramount to us. I urge you all to be very respectful and address our beneficiaries and their community actors with the highest level of respect. On behalf of the Commissioner, I welcome you to NaCSA and I wish you an impactful training.’’

The Director of Field Operations; Catherine Sillah, further expressed the significance of the GRM data collection. She noted that the Commission is very committed to resolving all grievance issues related to missing data and that the CDS, the youth corps from the National Youth Service and other support staff are key in executing this task.

While expressing commitment to the entire process, the Director- National Social Protection Secretariat (NSPS) explained the process and the objectives of the Social Safety Net Project. He noted that a transparent and inclusive community validation, beneficiaries’ targeting, enrolment and first tranche payment of the first cohort of Covid-19 Ep Fet Po beneficiaries have been completed since April, 2021.

The Covid-19 Ep Fet Po is geared towards building systems and delivering cash to extremely poor households in a timely manner, which depicts the predictability aspect of the cash transfer programmes generally. Targeting of beneficiaries was completed in August 2020 in all 16 districts across Sierra Leone. During the first tranche payment, there were Households who were not paid because of data related issues/errors The issues range from Mis-match in primary and alternate beneficiaries to that of the household roosters which cuts-across all 16 districts with several dimensions as follows:

Name, photo and other details of primary and alternate beneficiaries missing in the payment list/voucher/phone.

Name, photo and other details of alternate beneficiaries missing in the payment list/voucher/phone.

Photo of alternate beneficiaries missing in the payment phone (other details present)

Photos of both primary and alternate beneficiaries missing in the payment phone (other details present).

Mis -match of names and photos of beneficiaries on the ID card/payment phone

No alternate beneficiaries enrolled during the targeting process

There will be no replacement of death cases in single member households (where there is no alternate beneficiary), as the household will be removed from the program.

At the end of the GRM data collection, it is expected that the data of 3,478 Households in all 16 districts, including the alternate beneficiaries and other household members, will be corrected and restored from 425 localities/communities across the Country. Payment for 3,478 Households generated by project finance unit in collaboration with the Financial Management Specialist; This is then reflected in the payment voucher and delivered to beneficiaries in the next round of Covid-19 Ep Fet Po payment at district level.
